Paint Expert is a free, open-source image editor for you to draw illustrations, edit pictures, and put together graphics with text, shapes, and layers.

What you get
You can turn drawings, photos, and text into layered graphics.
With Paint Expert, you can draw from scratch or make changes to an existing picture. You can paint with brushes, erase unwanted marks, fill areas with color, and add shapes or text to build a simple graphic. Layers let you keep parts of your work separate rather than painting everything onto one surface.
You can also work with transparent images, so your artwork doesn't need a solid background. If you already have a picture in another app, you can copy and paste it into your project. You can open and save common image formats, including PNG, JPG, BMP, TIFF, and GIF.
You get these drawing and editing tools without paying to download or use the app. Because it's open source under the GPL-2.0 license, you can also access its source code and redistribute it under that license.
